In mid-July, the UAE’s Federal Authority for Nuclear Regulation (FANR) approved a licence for the Emirates Nuclear Energy Corporation (ENEC) for the construction of two nuclear power reactor units at the proposed Braka site in Abu Dhabi.
The FANR Board of Management, chaired by H.E. Dr Ahmed Al Mazrouei, agreed at a meeting on July 17th to authorise the construction of two Korean-designed APR1400 reactors, each capable of producing 1,400 MW.

The UAE has signed a nuclear cooperation agreement with Australia; a deal which will facilitate the trade of nuclear materials and equipment for the UAE’s nuclear programme. HH Sheikh Abdullah bin Zayed Al Nahyan, the UAE’s Minister of Foreign Affairs, and Australian Minister of Foreign Affairs Bob Carr, this week signed an agreement that is likely to pave the way for Australia to become a major supplier of uranium for the UAE’s Braka site.
Australia holds about 40 percent of the world’s total supply of uranium, and the cooperation deal will see it supply the UAE’s nuclear site with fuel over a 15-year period. Similar agreements for nuclear cooperation have already been signed with the United States, the UK, France and South Korea.
Construction work at the Braka site was recently started after the FANR approved a construction licence for the first two of four reactors at the site.

“As with any nuclear power plant in the world, you must do your construction licensing process. That took almost two years. We capitalised on the Korean reference plant – Shin Kori 3&4 – which has already been engineered and worked on in Korea. We adjusted the engineering requirements to account, for example, for the differences in operating temperature, and then we submitted this to our regulators.
“The Federal Authority for Nuclear Regulation (FANR) took around 16 to 17 months for the review. We gave them 9,000 pages of documents, and they asked us 1,900 questions. “And when a question came, a team of engineers would need to review it and go back with a final response.
We are laser-focusing our team on the first unit, which will be up and running safely in 2017, with the power dispatched to the grid.
“The nuclear industry has a very good security of supply. Once you have your fuel, you don’t need to ship any fuel to the country for 18 months. After 18 months you change one third of the fuel, and you can be completely self-sufficient for a couple of years. There’s no comparison with it. With a gas plant, for example, if the gas pipe is off, the plant is off.
“With a nuclear plant you can switch it on, and run it safely and economically for 18 months, with almost zero CO2 emissions.”
Construction work on the UAE’s first two nuclear reactors is currently eight weeks ahead of schedule, it has been announced.
During a visit to the Barakah site in Abu Dhabi by Sheikh Mohammed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi, and Korean President Lee Myung-Bak, it was revealed that Units 1 and 2 are more than 20 percent complete.
Construction work by the project’s prime contractor, Korea Electric Power Corporation (KEPCO) started on the site in July.
Studies have shown that the site area has been tectonically inactive for nearly 100 million years.
With four plants online by 2020, nuclear energy is predicted to save the UAE up to 12 million tonnes of CO2 emissions each year.
UAE seeks licence for two more nuclear reactors
The UAE’s Emirates Nuclear Energy Corp (ENEC) has applied to the Gulf Arab state’s nuclear regulator for a licence to build the oil-exporting country’s third and fourth nuclear reactors, the state news agency WAM reported on Friday.
In December 2009, the OPEC member country awarded a group led by Korea Electric Power Corp (KEPCO) a contract to build four 1,400 megawatt nuclear reactors to meet surging demand for electricity.
The UAE’s Federal Authority of Nuclear Regulation (FANR) granted ENEC a licence for the construction of the first two reactors last July.
The first reactor is expected to start operating in 2017, and the others by 2020.
Pouring concrete for the first reactor at the Braka site, located on the west of UAE’s capital Abu Dhabi, began last July. The same process for the second reactor is expected to begin before the middle of this year, WAM reported.
